I have like two major concerns. Where can I find a cheap 3d printer and how do i know if what I’m printing is the right size?

There are quite a few options for cheap 3d printers online, usually in the 300$ range. Be warned that they’re usually small as well, 10 x 10 x 10 cm build volume (give or take) and that they might require maintenance work sooner than some of the other high end printers.

As for printing your object in the right size, most if not all 3D printing slicing software (eg. cura) will have the option to resize, rotate or filp your print file before you send it off to the printer. Hope that helps.
